  There are at least two categories of poor: one being hardworking, thrifty people who because of disability, having to care for an ill spouse, child, parent, etc. do not have time to take classes to improve themselves, etc. Such people often find a way to live within their means and come out ahead in the long run. My parents are a good example: Dad was disabled but Mom knew to make sure she could make that mortgage payment each month no matter what. She knew a woman wasn't paid much to be a computer operator in the past compared to a man, but she knew she had a pension with health insurance coming. And she knew once the mortgage was paid-off she'd no longer struggle.
